Beatty Plant Replacement
3x 58MW & 1x 44MW steam boiler project modernizing critical district energy infrastructure in Vancouver

Project Overview
The Beatty Plant Replacement project involved the comprehensive modernization of Vancouver's central steam plant, a critical piece of infrastructure that provides heating to over 200 buildings in downtown Vancouver through a district energy system.
This large-scale project included the replacement of aging boilers with three 58MW and one 44MW high-efficiency steam boilers, along with associated equipment upgrades, controls modernization, and facility improvements to enhance reliability, efficiency, and environmental performance.
Project Scope
- Engineering design for four new high-efficiency steam boilers
- Phased implementation plan to maintain continuous service
- Emissions reduction and environmental compliance planning
- Building seismic upgrades to meet current building codes
- Advanced controls and monitoring systems integration
- Fuel system modifications and efficiency improvements
Technical Challenges & Solutions
The primary challenge of this project was design a system that maintains uninterrupted steam service to hundreds of buildings while completely replacing the core production equipment. This requires meticulous planning and sequencing of construction activities.
Another significant challenge was the constrained urban site, which necessitated careful coordination of equipment delivery and installation in a dense downtown environment with limited staging areas.
The solution involved developing a detailed phasing plan that maintained redundant capacity throughout the project, plan to utilize temporary boilers during critical transition periods, and implementing a sophisticated control system that could manage the integration of new and existing equipment during the transition.
Results & Impact
Environmental Benefits
- Reduction in greenhouse gas emissions
- Improved air quality through reduced NOx emissions
- Enhanced energy efficiency reducing fuel consumption
System Improvements
- Increased system reliability and redundancy
- Enhanced monitoring and control capabilities
- Extended service life of critical infrastructure
The Beatty Plant Replacement project modernizes a vital piece of Vancouver's energy infrastructure, ensuring reliable service for decades to come while significantly reducing environmental impact and improving operational efficiency.
